SAN FRANCISCO — October 26, 2026. A partnership between the City and County of San Francisco and veteran-support nonprofit Swords to Plowshares has been selected for nearly $18.7 million in Homekey+ funds, California announced Monday. The money will support rehabilitation of an existing 63-unit apartment building.
State officials say 44 apartments are intended to serve eligible veterans experiencing homelessness who also have a behavioral health challenge, with supportive services included. The other apartments’ eligibility and allocation were not specified in the October 26 release and should not be assumed to serve the same population.
Rehabilitation rather than a brand-new building
This award is described as work on an existing property, which is different from a project constructing apartments from the ground up. The announcement does not provide a confirmed building address or tenant-move-in date, and neither should be inferred from Swords to Plowshares’ other housing locations.
For veterans and family advocates, the important future questions are when the renovated homes become available, who will manage referrals and how supportive services will operate. Those questions require confirmation from the local partners. Homekey+ awards are not open applications for every renter.
